windows 7During the upgrading process from Windows Vista to Windows 7, it may happen that the system returns you with an installation error. Basically, the system hangs at 64% during the upgrade and not matter what you will do: you won’t manage to proceed. Right after this issue, you won’t be able to resume the installation, even after restarting the Windows 7 upgrading process. Let’s see how to solve this issue. 

  1. Restart your computer.
  2. At this point the system will automatically go back to Windows Vista.
  3. Click Start.
  4. Now, right-click Computer.
  5. Click Properties, and click Advanced System Settings.
  6. Click Environment Variables.
  7. Under System Variables, click New, and hit Enter.
  8. Type these information:
  9. Variable Name: MIG_UPGRADE_IGNORE_PLUGINS
    Variable value: IphlpsvcMigPlugin.dll

  10. As a final step, restart Windows 7 setup.

This issue is due to the  iphlpsvc service which probabiliy hangs during the upgrade process.
